Operation of traffic security in the construction including security of traffic vehicle in construction site and in haul road is clear that is an important content seriously abided by our Contractor.

In the process of base, pavement

 All jobs in base and pavement at non crossing sections are only implemented in a part of road; the remainder of minimum 3m is for vehicle and passengers and moved the next part of road only after completion. In case it is not wide enough, it is forced to have bypass or wide-open embank for minimum 1 lane.

 For excavating road for new form, recovering works, enlarging road, recovering sink hole, mending old road…it í necessary to prepare carefully for excavating schedule in length to ensure daily return and not prolong that makes difficulty for safe travelling in the road. In special case of excavation without immediate execution, upon out of time, unit shall have defensive methods like barrier that help people and vehicle not drop excavated point, have red light for signal at 2 heads of excavated point in the night.

 Do not lay material and motorcycle to displace road part for vehicle and passengers.

Construction road section’s length from 100m and over or narrow road section that is

not enough width for cars need arrange traffic instructors to avoid cars jamming or displacing that results in traffic jam.

 In the process of bridge construction, big equipment (vibrating hammer, bridge crane, drill) can cause noise, vibration, shock affecting underground works, people’s houses round, it is necessary to have methods of minimum noise reduction for security of surrounding people’s works such as digging notch, building baffle, buffering magnetic and rubber equipment, construction in reasonable time.

Other works

 For out-guard: During construction process, Contractor arranges out-guard, traffic coordinator; in case of stopping construction, there are safe signs as ruled. Out-guard, traffic coordinator are forced to carry red band on left hand, provided flag, hooter and light in night, reflective jacket.

 For signal, insignia, clothing in construction process: In the process, Contractor pitches signals at 2 heads of construction section, specifying project management unit’s name or unit in charge; construction unit’s name, construction schedule, Office’s address at site, contact phone number and work superintendent’s name.

 For construction motorcycle: Construction motorcycle on the road has full safe equipment, paint tone and license plate registration in conformity with the law. (i) In outside working hours, construction motorcycle is gathered into park. In case of no.

(ii) Park, construction motorcycle is laid close roadside, at easy-to-detect places, and

signaling clearly for road user. (iii) Broken construction motorcycle shall find out nay method to lay close roadside and have signs as regulated.

 For delivery and assembling of construction material: (i) Construction material is only laid out road from 2-3 construction sections and length of material bulk is not over 300m.  In the process of chopping down trees in a roadside: There are signs and guards at 2 heads and ensuring safe distance; do not let trees fall into road-bed causing traffic jam.

 In the process of old bridge, culvert repair: For bridge repair and construction, repairing while opening to traffic, should: pitch narrow signal, speed restriction signal, construction signal…in accordance with requirements; set up barriers and 24/24 traffic coordinator; company material, equipment are arranged neatly in barriers between construction part and traffic part; irrigation and power system for construction shall be checked regularly for avoiding accidents. In case of construction without traffic safety or vice versa, contractor shall set up by-pass.

2. Labor safety

 All staff and workers in construction site shall be trained on labor safety courses that organized by Constructor and professional authority.

 For each works, safety department prepares regulations and internal rules in construction site, organizes training courses to the staff and workers to seriously comply with regulations and internal rules as well as strictly obey the State safety regulations.

 Safety department assigns the staff to follow, update weather news for flood fighting and prevention in rainy season.

 Safety staffs have to appear in construction site, especially at dangerous places in order to remind, adjust timely workers’ violations of labor safety rules. In case of labor un-safety, safety staff has to temporarily suspend jobs so that construction unit shall supplement safety method and then inform work superintendent.

 Constructor shall outline slogan, draw pictures in order to propagandize, remind of labor safety.

 Safety staffs are provided flag, hooter, and red band…in their duties.

 Contractor organizes first aid force in construction site and cooperates with local health units to ready emergency aid and treatment timely as accident may be.

 Arrange full forces to instruct the traffic in construction area.

 Deploy to install signals, barriers at necessary locations for noticing people and vehicles participating in traffic and residents around construction area.

 Provide full safety device such as security helmet, boot, glass, face mask for workers in direct construction.

 In the process, mechanic device are watched, special purpose cars like lifting crane, excavating machine, ladder cars are down 4 safety legs if used.

 In case of erecting crane’s parts and lifting and lowering bridge beam, non-involved persons are not allowed to come in and out in the process of construction.

 In the process of construction, it is forced to obey Close and Open regulations of power sector and watch absolutely. Grid’s erection and usage are conformed to power sector’s regulations (TCVN 4036-85). All security devices are checked before usage in accordance with rules, with periodic quality certificate.

 Drivers, machine operators and labors are trained and reminded of safety content before construction, especially construction condition in which combined between machine and labor-force.

 Properly arrange machines and devices, secure safe usage and operation, regularly follow operation status and timely repair for failures, and plan periodic machine maintenance.

 Organize reasonable haul road in internal site, avoid many crossings in haul road in order to restrain possible accidents. Absolutely do not use dump track for workers’

delivery.
