3.2.1. Building a framework of online teaching capacity for university lecturers 3.2.1.1 Objective of the solution

The objective is to develop a framework for teaching and learning competencies tailored for university lecturers. This framework serves as a foundation for evaluating

lecturers' teaching and learning capacities, determining the extent to which they meet teaching and learning requirements, and formulating plans to train and enhance these competencies.

University rectors need to direct the raising of awareness among administrators and lecturers about OTL, emphasizing its benefits and challenges; training digital competencies for administrators and lecturers.

Diversify forms of communication by organizing training sessions, workshops, and distributing materials on OTL to all members of the institution. Clearly define the roles and responsibilities related to OTL and its management within internal documents. Assess the OTL competencies of administrators and lecturers, and use these evaluations to design and implement appropriate training programs. Establish a core team of lecturers with strong digital competencies to provide support and share best practices. Conduct regular monitoring, evaluation, and recognition of achievements to ensure continuous improvement. The rector directs departments to ensure technology infrastructure, learning materials, techniques and online learning processes that create a safe and effective online learning environment for students

3.2.7. Managing technology infrastructure and learning materials to meet the requirements of OTL and its management

3.2.7.1. Objective of the solution

This solution aims to improve the current situation, enhancing user satisfaction with the services provided during the processes of online teaching and online teaching management.

Ensure the technology infrastructure system to implement OTL and its management; Coordinate between IT, training and library departments to ensure effective storage, retrieval of resources and data; Ensure safe and stable technology infrastructure, update new technology; Regularly evaluate and update new technology; Coordinate with relevant departments to ensure the technology infrastructure is used effectively, improve investment efficiency for OTL and its management; Coordinate with relevant departments to manage the learning materials system, ensure quality of content and form.

Monitor and evaluate the development of OTL plans, the design of lecture and learning materials for OTL by lecturers and functional departments; the development and implementation of OTL objectives for each module/online course; the organization and implementation of OTL content and methods, forms of organizing OTL on digital platforms by lecturers and students; the compliance with teaching discipline by lecturers, compliance with online teaching regulations and rules; the process of monitoring and evaluating online learning outcomes of students on digital platforms by lecturers; the process of developing an online learning environment for students by lecturers, student consulting and support activities... Monitor and evaluate the conditions for ensuring OTL.

ii. Implementation of the solution

- The rector directs the development of OTL goals for each course. Staff and lecturers need to be trained through training courses or seminars.

- Develop a OTL plan: Based on regulations and guidelines to monitor and evaluate the process of developing a OTL plan for faculties and lecturers.

- Supervise the implementation of specific aspects: course outline, learning materials and intellectual property rights of learning resources.

- The interactive teaching and learning method needs to promote students' initiative, combine learning goals, content and activities, allow students to be flexible and have backup plans.

- OTL activities are organized seriously, OTL environment is clear, combining diverse interactive activities. Support staff must perform their functions properly.
