PURPOSE

The purpose of this method statement is to have a procedural activity for Auxiliary Boiler forNghi Son 2 BOT Thermal Power Plant Project.

SCOPE

This method is made for Auxiliary Boiler installation work with the Boiler proper,Economizer, Duct, Rorating equipment, … Including the related steel structure, platform, ladder,ect…

GENERAL

This method statement specifically pertains to the installation of the Auxiliary Boiler Any issues not addressed in this procedure will be resolved in accordance with the relevant drawings and standards.

 Project:Nghi Son 2 BOT Thermal Power Plant uses technology of coal firing with capacity 2x600 MW.

 Country: Socialist Republic of Viet Nam.

 Plant type: Coal Fired Thermal Power Plant.

 Main Contractor: Doosan Heavy Industries VietNam

ERECTION METHOD

P REPARATION

1.1 All packing shall be inspected for receipt opening.

1.2 Receipt inspection items are fllows.

- To confirm no missing package in transit by checking case number.

- To confirm no damaged package in transit.

- To check contents for damage and shortage from the packing list

2.1 Establishment of base line: Base lines for the utility boiler erection are the boiler centerline and drum centerline All reference lines are to be established from these base lines.

2.2 Foundation and anchor bolts (holes) in the foundation shall be inspected prior to the placement of packer plates or equipment on the foundation.

- Foundation shall be checked for location and elevation using the reference lines and a benchmark Allowances are as follows. o Foundation location ± 5mm

The difference between the actual centerlines and reference lines should be carefully monitored, with a foundation elevation tolerance of 1 mm per meter (1/1000) Additionally, the grouting space beneath packer plates must be maintained between 20mm and 50mm unless specified otherwise, and any discrepancies should be corrected through chipping and filling as needed.

- Anchor bolt locations and corresponding holes in the base plate of the equipment shall be checked to insure that all components match.

Anchor bolts must be projected sufficiently to ensure that the tops of the bolts are flush with the upper surface of the nuts after the equipment is installed and the bolts are tightened.

Anchor bolts must be straight, plumb, and free from damaged threads Any anchor bolts that are damaged or incorrectly positioned should be repaired or replaced, with a strict requirement that all improperly located anchor bolts must be replaced.

- Packer plates are used to secure the elevation of equipment installation. Their sizes are not restricted but 100 x 50 x 10mm in general, and not to be protruded from base plates.

The number of packer plates must be determined to ensure that the grout beneath them can adequately support the load of the installed equipment This is crucial because the packer area bears the entire weight of the equipment until the base plate is properly grouted.

- For the arrangement of packer plates, the stability of the equipment installed on them shall be considered.

- The foundation surface to be grouted shall be chipped to remove inferior quality of the surface and also to coarsen the surface for grouting.

To ensure proper foundation preparation, apply the appropriate amount of mixed grout with minimal water, maintaining a cement to sand ratio of approximately 0.5 by volume Immediately place the packer plate onto the grout and adjust its surface to achieve the specified height, ensuring it remains horizontal.

B OILER & D UCT INSTALLATION

After curing the grout for the packer plates of the boiler, the next step is to begin the installation of the boiler proper This process should be carried out in accordance with established guidelines for boiler package erection.

- Fix the base frame on its correct position to be located. b Non-pressure part and others (2 nd STEP)

- Air duct : Channel or Wood-Rail installed to height of duct support foundation., air ducts shall be installed according to the drawings.

6.2.2 Erection allowance a Level of Boiler base

Within 0.5/1000 b Location of Boiler proper

(Boiler center line, Drum center line) is ± 2 mm

S TEEL STRUCTURE INSTALLATION

This paragraph is applied to structures such as burner operation floor, boiler operation platforms and supporting structures for equipment and piping.

- Anchors and packer plates shall be previously installed in conformance with drawings, and at proper elevation, lines and level prior to installing structural members.

- Final tightening or welding of connections shall not be performed until whole of the individual structure has been properly aligned.

All joint surfaces, including areas around bolt heads, nuts, and washers, must be free from loose scale, burrs, dirt, or any foreign materials that could hinder proper seating of the components However, tightly adherent mill scale is permissible.

Drift pins can help align structural members, but they should not be used to force incorrectly manufactured components into position Any slight misalignment of bolt holes can be effectively addressed through reaming.

- Field welding of structure shall be performed as shown on drawings.

- Some structure members that may obstruct the subsequent erection works shall be installed afterwards.

- Bolted parts shall fit solidly together when assembled and shall not be separated by gaskets or any other interposed material.

The surfaces of bolted components in contact with the bolt head must maintain a slope no steeper than 1:20 relative to a plane that is perpendicular to the bolt axis If the slope exceeds this ratio, beveled washers should be utilized to address the issue of non-parallelism.

To effectively tighten a bolt, hold the bolt head while turning the nut If access is limited and prevents proper bolt placement or the use of a tightening device, it is acceptable to tighten from the bolt head with the nut securely restrained.

The required bolt size and length for each connection are specified in the drawings It is essential to use the connection bolts exactly as indicated; failure to do so may result in an excess of some bolts while others may be insufficient.

- Proper washers are to be used for each bolt on the sides of bolt head and nut.

- Projection lengths of bolts beyond the nuts are to be approx 5mm.

- Threads of bolts and nuts shall be free of any foreign matters and defects.

P IPING INSTALLATION

S TACK INSTALLATION

The main stack includes the top and bottom sections, platforms, ladders, and personal protection equipment It is crucial to lift each section into an upright position slowly and carefully to prevent dynamic movements caused by the crane during the lifting process.

First of all, bottom section is set on the foundation of main stack.

Gusset plates for temporary scaffolding, designed for field connections between the bottom and top sections, are available at EL+19800 It is essential to install the temporary scaffolding prior to lifting the bottom section if needed.

Each section are assembled on ground and then lift-up the section (Ladder & Platform).

This alignment is important to reach a subsequent perfect straight orientation of the main stack.

Field weld joints between the top and bottom sections must be executed using temporary scaffolding or permanent platforms Additionally, it is essential to determine whether platforms and handrails should be installed on each stack section prior to lifting.

Checking of correct alignment shall be conducted between fields joint.

Lifts of top section shall be done under allowable wind speed to assure the safety during the lift.

Grouting of stack base ring is recommended when the stack is supported by a concrete foundation or elevated concrete pad.

Once the stack is fully erected and aligned vertically, and the anchor bolts have been properly torqued, it is essential to grout the gap between the base plate's bottom and the foundation's top.

The grout shall be a non-shrink type and shall harden free of bleeding or drying shrinkage when mixed and placed at any consistency.

After erection, remove reinforced temporary support which is installed inside stack shell.

Note: At the time of erection, the stack shall be true and plumb to within 2in.(50mm) in 100ft.

D EARATOR INSTALLATION

The deaerator consists of the storage tank deaerator, platforms and ladders Lift-up a section in turn into an upright position carefully and slowly to avoid dynamic actions.

First, storage tank is set on the foundation of steel structure.

Temporary scaffolding for the field connection between the storage tank and deaerator is provided at elevation EL+14650 It is essential to install the temporary scaffolding prior to lifting the deaerator if needed Each section will be assembled after the section has been lifted, including the installation of the ladder and platform.

ENVIRONMENT, HEALTH AND SAFETY

7.1 Safety regulations for execution vehicles:

- All connection details for elevation, combination and installation before, during and after production must be accepted in accordance with regulations on ISO quality management system.

Ensure that all execution and combination equipment on-site is regularly checked, maintained, and load-tested in compliance with TCVN 4244-86 regulations for elevation equipment safety Additionally, verify that the inspection certificate remains valid.

The site leader is responsible for selecting the team leaders and staff authorized to participate in the lifting and installation of equipment, such as the main beam and steam drum Only individuals who have undergone training in the execution process and safety measures, and have received safety cards from accredited agencies, are permitted to work Additionally, workers must pass a medical examination from qualified medical agencies and obtain a certificate of good health prior to commencing their duties It is essential that all personnel are equipped with appropriate personal protective equipment (PPE) tailored to the working conditions, including shoes, protective clothing, hard hats, gloves, anti-dust masks, and seat belts, and that they wear this equipment at all times Strict regulations prohibit the consumption of alcohol, beer, and drugs before and during work hours on-site Furthermore, workers are only allowed to travel within their designated work areas and must not enter other areas without prior permission.

In the construction industry, safety regulations mandate that equipment and supplies, including cranes, electric hoists, oxygen bottles, gas cylinders, and pneumatic cylinders, must be licensed for use by the appropriate governmental authority Compliance with these strict safety requirements is essential to ensure the safe operation of machinery in the field.

- The equipment and materials on the site must be collected and fully protected when the working hours finishes.

- Preparing enough drinking water for workers in the working process.

- Necessary barricades, plates at the execution site must be arranged and guarded to prevent people from entering into dangerous areas.

In the workplace, employees are often exposed to electrical power through machinery and tools, necessitating strict adherence to safety regulations Only authorized personnel should operate electrical equipment, and all cabinets and appliances must be properly earthed Power distribution cabinets must be equipped with safety features such as circuit breakers and fuses Additionally, all power cables must be well-insulated and organized to prevent obstruction during material and equipment transport When working in confined spaces like dungeons or cellars, devices with a voltage of 36V or less should be used It is crucial to disconnect all power sources when machinery is not in use or under repair, and a clear signal indicating "No opening power source, it is in repair" should be displayed Only qualified personnel with electrical expertise should perform electricity-related tasks, with each team consisting of at least two qualified members Circuit breakers should be housed in weatherproof boxes elevated above 0.7 meters to ensure safety on construction sites.

- Specific detail safe work method for confine space works (inside the pipe and associated with hot work) shall be provided and added

- MSDS of any chemical shall be provided and added

Before commencing work in confined spaces, it is essential that all workers involved are trained in confined space procedures and emergency rescue methods An Emergency Response Team (ERT) should be present while work is conducted inside these areas Additionally, a tripod, pulley, and rescue rope must be installed for emergency situations All workers are required to wear safety harnesses equipped with D-rings Furthermore, two watchmen must be stationed both inside and outside the coal silo, ensuring effective communication through walkie-talkies.

7.5 Safety for Working at the high locations:

When working at heights of 1.8 meters or more, or lower heights with obstacles below, strict adherence to safety regulations is essential Only individuals with valid health certificates are permitted to work at these heights, and anyone found under the influence of alcohol or stimulants must be immediately removed from the area Workers are required to wear appropriate protective clothing, including hats with straps and safety shoes All equipment and work areas must be properly insulated, and seat belts must be worn, inspected, and load-tested prior to use The seat belts should be securely hooked, with the attachment point positioned at least two-thirds the height of the worker for optimal safety Electric and oxyacetylene welders must use leather belts, and all tools should be stored neatly in boxes to prevent falls It is prohibited to throw materials or tools between levels, and safety signage must be displayed around the work site to ensure awareness.

To ensure safety in high-risk operational areas, it is essential to restrict travel within a 5-meter radius Additionally, using wires or cables to secure hooks is crucial when moving around the operation floor Furthermore, covering the working platform is necessary to prevent debris from falling and to maintain industrial hygiene during the work process.

7.6 Safe use of lifting equipment in assembly & preparation work for testing:

- Operator of lifting equipment must be expertise, skilled and granted training certificate by legal training establishments.

- Be trained in the safe operation of the lifting equipment and issued card by the competent authorities.

- Must have been fully equipped with personal protective equipment in line with the work.

- Complying with shift hand-over process, before they control machines, they must check whether safe equipment (such as brakes, brake ratchet ), control structure are safe or not.

When operating lifting equipment, it is crucial to monitor the alarm clock for load levels and flip torque If the alarm indicates 80% load or higher, operators must immediately inform their supervisor to assign observers for assessing the balance of the equipment and materials Each operation should be conducted individually to prevent instability and ensure safety.

- When lifting or lowering, moving the lifting device or load, they must show signal to inform everyone around.

- When operating, they must observe the cables (chains, cylinder - lift tables) moving through the pulley (gear), to prevent it from being twisted, disordered or trapped.

- Only using lifting equipment to lift and lower volumes of materials in the vertical position, prohibiting using it in oblique direction or drag volumes of materials on the floor.

- When lifting equipment is operated near power transmission lines, it is necessary to follow safe distance under the power sector standards.

- Prohibiting moving below, or stand on the volume of materials when it is lifted, moved.

Effective communication between the turn signal and the operator of lifting equipment is crucial to ensure safety It is essential to prevent the beak hook from straying from the center of the material load during lifting, lowering, and assembly operations.

- Cable hook points, muffle hook, anchor winch must be solid and appropriate, crane cable must be in accordance with Vietnamese standard 4244-86.

A construction site leader must accurately assess and document the weight and dimensions of each material volume on at least two sides, allowing for a deviation of 900 Additionally, it is crucial to comprehend the load characteristics of the lifting equipment that will be utilized on-site to ensure safe and efficient assembly and removal processes.

To ensure safety and efficiency in handling substantial materials such as transformers, generators, control cabinets, pumps, technology machine clusters, valve matrices, and tanks, it is essential to utilize a cable system with a safety coefficient greater than 5 Additionally, the load on lifting equipment should not exceed 80% of its maximum capacity during operation.

- Prohibit using volumes of materials, architectural structures without permission of the investor as the hole or holding hoist, pulley.

- Prohibit using lifting equipment for lifting people during construction

- The premises must be cleared, the moving path must be flat without having any equipment or obstacles.

- When materials are loaded onto carts, its shaft must be chocked tightly and loaded with correct volume of materials.

When multiple porters are involved in loading materials, it is essential that their signals are consistent and their heights are approximately equal Additionally, they should carry the materials on the same shoulder, either right or left, to ensure efficient and coordinated movement.

- When transporting equipment by car, it is necessary to calculate the width and height of materials They must be tied and supported firmly.

- When transporting materials and equipment by roller, it is vital to choose roller with equal diameter, its length must be suitable with equipment to be transported.

- When unloading materials, hazardous substances, it is vital to have signal, shipping cranes have signs around each crane location.

- When transporting easily explosive materials, measures shall be taken in accordance with the responsible person’s regulations.

7.8 Safety precautions on using execution equipment and tools:

Before operating a chain hoist, it is essential to conduct a thorough inspection of its technical and working condition, including the hardness and solidity of the mechanical structure, the reliability of the brake system, and the integrity of the cross chain, load chain, and hook beak If these components meet safety requirements, the hoist can be used Additionally, when lifting or lowering loads, it is crucial to verify the condition of the hoist brakes by lifting a load to a height of less than 100 mm for a duration of 5 minutes; if there is no drift, the hoist is deemed safe for continuous use Regular maintenance and reliability checks of the chain hoist are also necessary to ensure safe operation.

When operating electrically powered machinery and equipment, it is crucial to ensure that all power supply cables are thoroughly insulated, and that connections, wiring points, and motor wiring boxes are properly covered Additionally, machine covers must be securely earthed, and installations should be situated in quiet areas away from traffic Operators must be designated by a responsible individual and receive proper training on machine operation Before undertaking any repairs, it is essential to disconnect all power to the machine Furthermore, machinery should be equipped with adequate safety devices, including fuses, relays, and automatic circuit breakers Regular inspections of grinding and cutting machines are necessary to safeguard against flying debris, and to ensure that grinding and cutting wheels are functioning correctly.

When using hand tools such as spanners, wrenches, and chisels, it is essential to maintain a firm grip within the control range for safety and efficiency Before each use, conduct a daily inspection to check for any damages, including cracks in the handle and issues with the cutting edge Ensure that all adjustable components are properly secured Hammers should have handles that are firmly packed and of medium length for ease of use Additionally, bore bits should be smooth and free of burrs Always store tools in designated containers or storage bags, and when working at heights, secure tools to prevent them from falling.

- On every day, after the work is finished, it is necessary to cleaning up the execution premises, waste, scraps, and collect it in safe places.

- All waste must be collected - transported - properly handled in accordance with owner’s regulations.
